I am a Health Economist at Economics for Health, an economic policy research group based at the Johns Hopkins Bloomberg School of Public Health, and a Visiting Scholar at the One Health Trust. My research focuses on fiscal and regulatory policies for health — the design and evaluation of taxes and regulations on tobacco, nicotine, and other substances — in the United States and in low- and middle-income countries. Current work examines e-cigarette tax and regulatory policy and adolescent substance use, price elasticities of tobacco and nicotine products estimated from retail scanner data, and tobacco tax reform.

My work combines causal policy evaluation, demand estimation, and simulation modeling to estimate the effects of policy on substance use, health, and government revenue. I have also published widely on vaccination, health systems, and population health in low- and middle-income countries. I hold a PhD in economics.
